“The national digital library for children and youth will be established to facilitate the availability of quality books across geography, languages, genres and levels,” said FM Nirmala Sitharaman.

The government, which announced the establishment of a national digital university in its last Budget, said it will be operational by June or July.
States will be encouraged to set up physical libraries at panchayat levels to provide infrastructure to access national digital library resources, Sitharaman said. The National Book Trust, Children’s Book Trust, as well as other sources will be encouraged to give books and study materials in regional languages and in English to these libraries to foster a culture of reading among the youth. Physical libraries will help compensate for the loss of learning due to covid, said Sitharaman. “Collaborations with non-governmental organizations working in the field of literacy will be encouraged to promote financial literacy. Regulators and financial sector organizations will be encouraged to provide libraries with age-appropriate reading material,” she said.
The teacher training program will be reimagined through innovative pedagogy, continuous professional development, and curriculum transaction. “District education and training institutions will be developed as vibrant institutions of excellence for this purpose.”
The FM said that 100 laboratories will be established across the campuses of engineering institutes. “To realize the new range of opportunities, business models and employment potential, the laboratories will cover applications for smart classrooms, precision farming, intelligent transport systems and healthcare applications.”
